The bill text of the bill passed by the House doesn't address the requirement of voting on election day, rather it addresses the voter registration to be restricted to citizens with documentary proof of citizenship. I suspect that we don't yet know the final content of the bill until after the Senate amendments that are passed and there is reconciliation of those in the House (I think.)
I can say personally I have voted in person on election day in 17 elections in Oklahoma. It is my preferred way to vote. Each citizen gets to choose for themselves. (If Congress is impotent, we don't have to be,if you get my drift.)

I voted always on the voting date.
