Try a project of loving kindness to them. They pick up your energy. I had a friend whose cat was hostile to her. My friend changed her attitude and began to compliment the cat, tell it how beautiful it is, sent positive loving vibes to it every time she saw it. That cat changed so fast. Now this cat is very friendly and loving to her.
Most people misunderstand this. Cats require a relationship, you have to listen to them and talk and think in loving ways, and give them respect. They will respond in kind.
It sounds like they may be mostly feral. Kittens have to be handled and petted and played with before they are 7 to 8 weeks old, or they lose the ability to bond with humans.
Yours are glad that you at least care for them - they just aren't capable of returning it.
Any shelter will be glad to give you a friendly older cat that needs a home and will be purring all the time.
Do not take this the wrong way; but try feeding them a little less. Let them wait a little longer. They will come and see what is up. This is the moment you kindly speak to them and pet them if they let you. Only afterwards do you give them food.
Also, just let them stay inside for a bit longer every day.
No sudden movements. No noise of plastic bags or aluminum foil. Do not chase them. Basically ignore them. They will come to you eventually.
