It is my understanding that any federal agent has the authority to arrest anyone who also shouldn't be leaving...

This. The higher ups are known and easily tracked, and are few in number.

Military is the only way and last I checked DHS is not that.
Military is currently busy with some camel jockey oil/banker war.
