‘Senior Enlisted’ . So why would an Enlisted Man be aware of a supposedly classified ‘Breeding Program’. From the supposed Whistleblower it’s not like they were using enlisted troops. But rather refugees and other lower echelon of society people few would miss or even know were gone. Let alone why he would know how many locations there were in said program.
And if he had enough clearance to apparently be read in on the program. Why in Gods name would he believe Congress had any ability to stop it?
In terms of secrecy and senior enlisted personnel etc. They would likely use a senior enlisted personnel for a classified need. A low life would be to uncontrollable. Military people are easy enough to convince. The government doesn’t really care about our esteemed service members. Look around. Michael Flynn is an excellent example.
