The thing that is concerning about this, there are so many America haters that have been indoctrinated through academia that this process would be utilized to more rapidly destroy the U.S.
States that have "Initiative Petition" can confirm that laws are enacted by state wide ballot. And now we know how rampant election fraud is.
Just because a citizens’ initiative exists doesn’t mean the proposals get adopted. For example, in Finland, initiatives to decriminalize cannabis have repeatedly reached the required number of signatures, yet the government has declined them every time.
In the states with initiative petition, it goes on a state wide ballot, the reps, senators, governor can not prevent it from going to a vote of the people.
When/if it passes, whatever is written becomes law.
Even if Congress can block Trump from withdrawing from NATO, but if enough Americans express their wish to leave NATO, they can't sit idle and stop that. I'm sure if enough Americans showed support for NATO withdrawal, it would change the opinion of the members of Congress to support it even if they originally didn't support it.
