Let the parents pay for their own day care!! SHEESH! The federal government has no business what so ever, to pay for or be involved in child care!!
USSR established free child care so mothers "could" work [abortion too].
So the children could be raised by bureaucrats of the State.
The members of the family also had to stand in lines for hours, to get into stores to buy food, of what little was there.

Government should pay for nothing that requires taking from one citizen and giving it to another. Churches and non profit organizations can do that better.

Honestly, the entire idea of a non-profit "business" is flawed and needs to be purged.
Remove the entire classification and create something completely community based. Instead of employees, current businesses should be allowed to allocate hours for employees to spend on this new entity, including management. Business tax write-offs should be minimum wage for the local area. Head it with a business owner in the community and mandate a CPA. None of this should be a full time job.
