The framing is U.S. foreign policy failure: camps bombed, bin Laden escapes, attention moves on. Trump warns that mass-casualty terrorism on American soil is coming. He frames the 1993 World Trade Center bombing not as a terminus but as a preview. The next attack will make it look minor.
He does not frame this as possibility. He frames it as inevitability. Not if. When.
