As for ban justifications two things stand out. One, the topic is not Q adjacent in the sense that the term does not appear once in the entirety of the Q drops. Q adjacency is a guiding editorial principle of this board.
Two, discussions tend to lose focus. The topic should not be conflated with traditional low altitude cloud seeding flights used to induce local rainfall. Nor should it be conflated with solar radiation management either, if one wants to be precise, except as a cover story. On top of this, the common assertions that the lines in the sky are due to jet fuel additives is a seriously unproductive line of thought.
Myself, one reason I follow this banned topic is its value as a litmus test. Patriots Are In Control may be true in the sense that good guys own critical heights of power necessary to win the war. But Patriots Are Not Fully In Control until the chemtrail planes are grounded, with the program fully dismantled. The program is evidently NATO-coordinated. The hopeful indication that the U.S. will be departing NATO is, I believe, an essential intermediate step.

Myself I tend to divide subjects into four rings: Q-core, Q-adjacent, Q-extended, and off-topic. Everything you mention puts the chemtrail topic comfortably into Q-extended. I guess you'd say it's already Q-adjacent. If, during one of his question and answer sessions Q had answered just once to "What's the purpose of the chemtrail program?" then it would be a green-lit topic on this board.
It's a soft ban anyway. One can get away with brief side conversations low down in stale threads. (See: here.) It's also tolerated to a degree when piggy-backed on relevant news.
I anticipate that the ban will be dropped within a year in response to a Trump administration action, or Trump himself. Early in his 1st term he spoke of the right to clean air, which I took as a nod to this topic. And only a couple weeks ago when speaking about how it is "up to us" (the Western world leaders) to put an end to wars he inserted a very curious comment. He spoke of "the dust" and that it's up to us (world leaders again) to decide to end the dust. To me that meant Smart Dust, one of the most nefarious of long rumored payloads.

Along with cryptic analogies, watch the water, the storm, sky event, etc. I mean the entire name of the operation is a “weather” event.
Q is a military operation. Weather tech and exotic tech are all military operations.
However the direct blatant connection is
RFK, Flynn, and many others have touched on the topic and even naming names.
States are banning it. The UK is openly dimming the sun. Etc etc.
Just because Q never mentioned it, does not mean the circle of people around Trump mentioning it doesn’t bring it into the Q world.

Yes exactly he made those dust comments and for about a week was on a few tangents about dusts maybe trails and air etc.
