I'm honestly not convinced. Nowhere in any section does this image line up to what's there. Zoom in and watch the transitions. The shape is not there.
This is really trying hard to make that squiggle in the middle and the squiggles to the left of it match up to his face and fist, but the rest of the image has 0 match, and you can tell when you zoom in and isolate sections
I've done my own video comparing it. I can see multiple points and curves lining up.

Yeah, i'm a visual person too, but you have to admit this is a stretch.
Ignoring the different angled image, we have:

But everything else says no:
Heads of officers? not there. Hands or sticks in air of officers? Not there. Flag ? Not there. It's a real stretch for me if only two spots vaguely match up but others don't.
