Its actually more because the standards lowered in other ways, drugs etc.

The sex change stuff was awful and needed to go but that is such a small percent and more a political common sense move than a real change to the service.

the drugs and criminal records wet definitely a problem.

But there were women who would sign up to get a free boob job, and others would intentionally get knocked up to avoid being deployed.
