This whistleblower nurse explained that plan such that the first two shots have the purpose of weakening your immune systems through reduction of white blood cell productions. The boosters that followed carried increasingly dangerous payloads such as bacteria and DNA strands taken from HIV.
Not being able to study the vial contents (and not being trained in medicine or biochemistry) I don't know how true the her specific claims are. But from what we saw it's plausible.
Also, u/HenryTheRed point about about building trust in the beginning makes sense too. There were casualties in the first two rounds but not enough to scare off the majority population.

Since it was EUA they put out at least 5 different versions; one of which was simply saline.
Saline, loads of mRNA, loads of different heavy metals, and different viral ingredients. Yet, 1 batch number was shared by all the makers. Moderna ran it for 4-6 weeks; then Pfizer the next round, and so forth. That one batch number was the most lethal. To make it work they did not count you as vaccinated until 2 weeks had passed. It took 2 weeks for the mRNA to start really building spike proteins.
This helped keep the VARS database clean of adverse side effects; even though it was 100X any other "vaccine" that had come before. Those numbers as bad as they were very soft compared to the real impact.
When the shit was going down I noticed that those brave souls who tried to determine the contents of the vials fell into three camps. The first were those trained in medicine or microbiology, who focused exclusively on the biologics aspect. The second were those who studied abnormal macro body effects such as magnetism and bluetooth signal emissions. And the third were those looking for exotic non-organic materials such as rare metals, graphine oxide, or, most fantastic of all, self-assembling nano-technology.
To their and our detriment these three groups seldom spoke with each other to compare notes. The fact that the vials were variable in their contents made unearthing the program's intent extra confounding.
