You push the homeless out of the City and then crime goes down, drug use goes down, public pooping stops etc. Who cares what the dude in the pink tent does. His choices put him there. Here is a Biblical solution to this, 2 Thes 3:10 "For even when we were with you, we commanded you this: If anyone will not work, neither shall he eat."
Take the next step and allow business to sue the group of decision makers, without the businesses' tax dollars paying for it.
