I'm faintly aware that sometimes you have bills which are collections of various things including "pork", and then there is a headline item like "building the wall". Perhaps Massie has objections to the other items in those bills, and perhaps as a clean single issue item, he would be in favour.
They expected their puppet leaders to be in Congress for a lifetime... and many of them are being voted OUT in the primaries. The few that aren't will know the fate that awaits them if they continue to play RINO.
