Everyone who's ever dealt with office politics knows this.
You should share some more stories from your office politics. Havent worked in an office for more than a decade and never heard of anything like this.
Consider yourself lucky. Most office environments I've experienced were like those depicted in Office Space.

I was working for this state office and a CCP Chinese was my boss and he was not smart at all, guess what he was doing? Spying on me even in team chats so I quit.
Chinese are the thieves of innovation, not the creators...the myth is how smart they are, if communism creates "high IQ" people, maybe we should look into the WONDERS of communism...they are simple minded THIEVES.
Oh for sure, they are really disgusting, they are demons, that’s what they are. We have too many of them.
In my 40+ year career, I only had one job, for a few months, where I had to report to an office, but never heard of CC (Chocolate Cake) BC (Bundt Cake). All other job roles my reporting location was my territory, or customer site, and never heard that stuff at any of my hundreds of custom sites.
So how does this work? When you send an email, you add in CC and BCC recipients. They all get the same exact email, same subject, same content, but no one can see the BCC recepient list.
So whats the point of putting Bundt Cake in the subject line? That means you are sending the BCC separately which beats the whole purpose of BCC.
Feds are the DMV at scale.
