I remember something from 2021 about Biden 21 salute being different to the normal presidential one. Looking into it now it seems to me that a 21 gun salute for a US president and a foreign representative are the same? Am I missing something or am I miss remembering.

If I remember correctly, Biden was given the funeral salute.
Brandon's 21 was from 3 cannons - Trumps send off from Andrews earlier that day was with 4 Cannons. If you follow Derick Johnson...Trumps send off from Andrews with the 4 cannons, and "Hail to the Chief" which is traditionally played by the U.S. Marine Band—also known as "The President's Own". Something else that Brandon did NOT receive that day. In addition, Brandon was NOT provided Air Force One fly in to D.C. for his inauguration...First time in the Jet age. The List goes On and On of things that were not "Normal" that day.

Biden visited the Tomb Of The Unkown Soldier at Arlington after he was inaugurated. Usually incoming Presidents do this the day before, but because of COVID, Biden's inauguration celebration was reduced to a single day. While at Arlington he received the 3 cannon volley of 21 shots fired (9 seconds apart). While this is NOT a 21 Gun Salute (which is 4 cannons, 21 shots, 3 seconds apart), IT IS the standard cannon ceremony ALWAYS used for the wreath laying ceremony at the TOMB OF THE UNKOWN SOLDIER. Go watch any ceremony at the Tomb.
This cannon ceremony (3 cannons, 21 shots, 9 seconds) is used for three occassions: visiting foreign dignitaries, funerals, AND wreath laying ceremonies at the TOMB. The latter is ALWAYS left out by Derek Johnson which is very dishonest of him.
TRUE: Biden did not get a 21 Gun Salute upon being sworn in and during the playing of Hail to The Chief. There was no cannon fire. The reason given is that because of COVID restrictions, they did not have the NATIONAL MALL open that day. That is where the 21 GUN SALUTE is done from.
TRUE: Trump did get a 21 Gun Salute at the Air Force Base. But remember, 21 GUN SALUTES can be used for ex-Presidents. It does not mean he was a PRESIDENT.
TRUE: Biden went to Arlington to lay the wreath at the TOMB. He received the standard 3 cannon salute (21 sots, 9 seconds apart) that is ALWAYS used at Wreath Laying Ceremonies. Nothing abnormal about that.
Conclusion: While some things about Biden's inauguration were not in line with modern day tradition, it seems there is enough plausible deniability (including COVID) that no conclusion can be reached regarding Biden NOT being President. And remember, the cannon thing is a tradition, not a rule that MUST be followed.
At Trumps visit to Xi of late, there were 21 salute shots. 14 when the US anthem played, 7 when the CCP music played.
If I remember correctly (from a YouTube video during the Biden's inauguration), Biden he did get a 20 gun salute. Due to the fact that one cannon did not "fire correctly", Biden never received a 21 gun salute.
