German Federal Republic, AKA Germany (Nazi Term in contravention to the BGB) is not a people's organisation, but a TREUHAND i.e. a TRUST for the economical organisation of the "Länder"[STATES] i.e. "WIRTSCHAFTRAUM".
According to the book over at loc.gov called Control Authority, this TRUST is an overlay of German Reich within the borders of 31 December 1937. Only the German Military surrendered unconditionally.
The so called "Wiedervereinigung" between BRD and DDR is just a corporate merger of two TRUSTS.
Meaning: it cannot function within the UN.

Dönitz was arrested in june 1945 to face charges in Nurnberg for which he could not be convicted because the Aliies has egg on their face i.e. they did the same thing with the difference: German military was transparent. It was a sham, set up by the Brits to post hoc enforce the idea of governance.
However, from their own documents it appears that the several occupying powers used the local infrastructure of governance, thereby defeating their own assertion in law. But, then, German Reich had no longer an active military to resist.
And given the so called: "Eisenhower death camps" on the banks of the Rhine, it was made damn sure there would be less to even think of resisting.
Also think of the internal discussion in Germany at the time they were allowed to set up the BGB. Carlo Schmidt specifically says regarding Constitution [Verfassung]
When, in a sovereign state, the people convene a constituent national assembly, its task is clear and requires no further discussion: it must draft a constitution.
But what does “constitution” mean? A constitution is the collective decision of a free people regarding the forms and substance of their political existence.

Hitler made all Germans into Reichsdeutscher i.e. colonial citizens. Austrians were released from it when their country was torn of the Reich in 1945, as per the Acts of the Control Authority. What was left were the borders of December 31 1937. In other words, the Allies in contravention of a referendum by the peoples concerned choose different.
Being Reichsdeutscher, they were no longer the people of the land. they became divorced from it. Next step is creating the actual system to turn these people into economical profit extraction nodes.
The rise of the BRD and their entry into NATO was purely geopolitically motivated. This necessitated economical revival. Otherwise it was just simply becoming an agricultural society.
With the economic rise, the BRD was embedded into the EU, while most other EU states were piggy banking on the German people.
