What exactly is the point in having a corrupt state "purge" their voter rolls?
If California purges their voter rolls of every ineligible voter... and even if they get the rolls all the way down to 500,000 voters... California will make sure they vote 6 times each, and then throw away any Republican votes... and then create 1 million fake mail-in ballots that show up 3 days late in a single drop.
Cheaters are going to cheat. You can try to stop the vote cheating by cleaning up the cheating before the vote takes place... but most of the cheating happens during the counting of votes.
I don't know how California's elections will ever be fair... but maybe start with the USPS, which is a Federal Agency under the Executive Branch REFUSING to deliver any mail-in ballots after election day. That might be a start.
