To answer your question if someone claims to win the war it’s just an attempt at propaganda either trying to trick just in case other side believes an with draws or retreats only to play the bluff or use the claim to quiten your citizens for 5 mins or use it so your enemy calls it out an spend munition on disproving it exposing them selves.
