IMHO, the SAVE Act (which doesn't go far enough to actually fix election issues) was never supposed to pass. Rather, it's a disclosure op to "show the people" how utterly corrupt and complicit ALL of Congress is. And, after the California OBVIOUS steals, Tulsi's report and possibly other proof is disclosed, The People will see that elections are rigged/fake and most will agree "something" must be done about it. At which time, PDJT will be forced to declare a National Emergency to protect critical infrastructure (elections) that will give him greatly expanded powers to deal with the election and voter fraud/make elections safe and secure.
