Im wondering if the civilian government officials are finally seeing that if they dont play ball the bombs will fall on THEIR heads.
What the Civilian Government believes or doesn’t is largely irrelevant. What the IRGC does is mostly what matters.
The Downsides of creating a large heavily funded paramilitary that only really listened to the first Supreme Leader we blew up, and only kind of listened to the second one we maimed and possibly left in a coma. The amount of influence the rest of the Civilian Government had over them was limited.
