yes, exactly, but must have to fight large obama affiliated/subidized legal teams
...this was a popular mode of operation amongst the NYC contractor/real estate crowd in the 80's early 90's...

Obama because of the NDAs they were forced to sign. Not sure if breach of contract would void those NDAs.

The main contractor, if I recall was picked based on race. White contractors were excluded from the bidding process, because they are racist.
Main contractors do this to small subcontractors all the time, don’t pay them, bankrupt them and pocket the money.
