There are a lot of misinformed people replying to that comment. It's a test pattern, that shows up when there is no other camera signal, not EBS by any stretch of the imagination. You will know EBS for sure when you see and hear it.
I remember many, many years ago, back when SNL was funny, they had a fake EBS. For the hearing impaired, they had a bunch of "E-E-Es" running across the bottom of the screen.

That's not EBS. SMPTE Color Bars. If they lose signal, the default is to show color bars. Anyone in broadcasting knows this.
