I'm trying to wrap my head around how Prussia fits in with DEIco. I've only got a very sketchy understanding of this, but essentially - after they stole the British throne and CoL becomes a thing, the DEIco or BEIco kinda becomes this:

After 1648, the period of colonial expansion, created rivalries, but based on internal sovereignty.
1814 took this system a step further. Under Monarchical supervision a Rules based international order was established, basically as a screen for oligarchic maximization of value extraction.
This was taken over by the CoL after 1914, as debt was the driver. (since 1750's).
The system remained the same, but who pulls the levers appears different.
debt must be acknowledged as the basis for diplomatic recognition, whereas international law requires only acceptance of declaration to sovereignty (treaty of Montevideo 1933)
