We’ve cleaned, renovated, and beautified over 45 Monuments and Memorials, 28 Statues, and 22 Fountains in Washington, D.C. Things are really looking good in our Nation’s Capital, and add to that the fact that when I became President, Crime was rampant, and now, Washington, D.C., is one of the Safest Cities anywhere in the United States.
However, we’ve had some real problems with Vandalism at the beautiful Reflecting Pool, which sits between The Washington Monument and The Lincoln Memorial. Just like three days ago, they destroyed the grass outside of the Pool, they’ve also done everything possible to hurt the inside surface that was just installed. No different than the chemicals that were used on the National Mall, they used something similar in the Reflecting Pool to try to destroy and demean our beautiful work.
Lightweight ABC Reporter, Jonathan Karl, was seen sticking his hand into the Pool, and trying to rip the rubber off of the surface.
The algae is 75% gone, and the condition will soon be completely remedied, and the area that was vandalized, fortunately, is just a small area of damage, and will be fixed early next week. It’s a shame that the Radical Left Lunatics, most likely Dumocats, who have spent their lives trying to ruin our Country, are free to do so. Law Enforcement is actively investigating this situation, and will hopefully have it resolved soon. Thank you for your attention to this matter!

A simple identification of these “protesters” needs to be done. If the protests occur on a week day;
If they are government employees, fire them and revoke their pensions. If they are on job seekers benefits, cancel them and back charge them for any other protest they attended. If they are NGO employees, defund it of any federal funds and forensically audit all involved. If they are on a visa, tourists or illegal, deport them immediately with them covering all costs.
If on a weekend;
Government employees to be demoted. Welfare recipients to be audited. NGO employees, same as weekdays. Visa / Tourist/ illegal, same as weekdays.
End this madness. Make them pay and behave in a civil manner.
If they are destroying property, that is not included in the 1st amendment. If it's peaceful w/o destruction of property, that's different and their 1st right.

The person I replied to didn't say "people convicted of vandalism." They were talking about identifying protesters and punishing them for attending the protest.
If someone is proven to have vandalized property, that's not protected by the First Amendment.
But have any of the people standing there with "Team Algae" signs actually been shown to be the ones who damaged anything?
As far as I know, those are still two separate claims:
People protested and mocked the algae.
Someone vandalized the pool.
What evidence connects the protesters to the vandalism? Is there any actual evidence of vandalism? Shoddy construction work is a reasonable cause of the flaking liner and the pool has long had a problem with algae, which is one of the reasons for the renovation. The White House's own explanation of the algae is that they reused the old plumbing that was contaminated with algae. Seems more like poor planning/typical shoddy government contractor work to me than anything else.
But 100%, if they actually catch anyone vandalizing it, and there's actual evidence to support that, lock them up and fine the hell out of them.

The First Amendment applies to non-citizens too. The Supreme Court has repeatedly held that constitutional free speech protections generally extend to people in the US, not just citizens.
Whether someone is looking for work has nothing to do with the First Amendment.
The question is whether they committed a crime, not whether they hold a passport or out of a job.
I'm curious as to what it is that you've been reading that you think is the US Constitution if you think the First Amendment is only valid for working , non- governmemt or non-NGO (are those double negatives? This is getting confusing) employee US citizens. Because it's obviously not the one I'm familiar with.

Vandalism is not free speech, it is a wanton act of purposeful destruction of property belonging to someone else.
Where it relates to public property, it is especially egregious because it lowers the tone and atmosphere of the public space.
