$1,000 in damages isn't a large amount. One can of spray paint can easily cause that much damage to a federal monument. Pulling at the reflecting pool's liner or tearing small pieces of the liner can easily cause $1,000 in damages to repair. Even pouring ink, algae or anything else into the pool can cause that.
If the vandals don't think there are high-def cameras capturing it all... they are mistaken. Committing a federal felony isn't like pulling some stunt in Oregon or California... where it will be handled with a slap on the wrist, or where you are released without charges by a liberal judge.
Strip them of their medals, ban them from the Olympics, everyone gets charged for destruction of federal monuments and fined for parts/labor/criminal investigation.
