Is there a real possibility the growth of shell companies originating from Wyoming leading to no actual name or address contributing to fraud ? .. I think yes indeed.

There's a whole bunch of accountants that jurisdiction-shop. Nevada competes in that, too. In Europe, it's Malta, Cyprus and the British Channel Islands like Jersey and Guernsey. They are all havens for money-laundering and unsavory business activities, just like Delaware.
Lots of vacation properties are bought in Wyoming. Many 2nd homes are bought through an LLC created for that one purchase.

I'm sure most of them are set up for other reasons, but the address is that of the Agency filimg the LLC. It's the same in Delaware, but probably more Agencies to choose from. Some people purchase homes as rental property. I had a Client who set up an LLC for each home. The name of the LLC would be 402Green LLC for a home located at 402 Green St. They did this for quite a few in one city, but the address is still at the Agency they filed it with. It's not a bad idea to have a name that's not your own on a second property so that it's not so easy for people to track you down. Other reasons for an LLC. Would be a small company that you want to be separated from your personal business so that you can't be sued as easily
1.2 million businesses is a lot considering Wyoming only has a population of 590,784 as of 2026. It's the 10th largest state with the smallest population of all the states.

Scammers will find every loophole. The great state of Wyoming is known for its policies of staying out of other peoples business. Few permits required for anything. Sad that the Wyoming government has to deal with this crap now.
All you need is a registered agent and no one will know who owns what entity in most states without a court order. Thats why you set one up. Helps shield liability from litigation
