I take this to be for "Legal Resident Aliens" only. Diplomats, green card holders, visa holders etc.
Anyone without legal resident status can still be deported with just an administrative officer approval.

There are 5 Article III federal judges that serve. John Roberts as Chief Justice appoints the judges. They serve on a rotating 5 year basis that can be renewed.
