Start requiring fingerprint scanning to use EBT Cards.
There doesn't need to even be a national database of fingerprints... just simple AI.
Scan your fingerprint at the store. If it matches the electronic fingerprint stored for the card... then purchase is made. If the fingerprints don't match... then EBT can't be used.
THAT will eliminate selling EBT cards for drugs or cash. It will eliminate a lot of fraud.
Disney World does it to make sure you're the one using your ticket. Just like you said, not a stored database of fingerprints.

True story: I was trying to find the graves of my great-grandparents and the cemetery personnel refused to help me because they were entitled to their privacy. Thanks to the findagrave website and the cemetery online map, I was able to find it in half an hour. But I left flabbergasted that the cemetery wouldn’t help a family member find neglected graves.

I’m so tried of these stories. How about the government give out contracts for person such as myself YOU go out and collect the missing money and we’ll give you 75% of said re covered money, that said trillions stolen and not one dollar brought back
