It's on the internet for everyone and they expect someone who has the skill to access it, and if they're that skilled then not being found by the government is easier for them. There were trolls who would spam literal child porn in discord servers and never got caught to this day dispite my and other people's efforts and reporting it to law enforcement agencies. It's not even easy for government to track average trolls let alone people with as much experience as them if they have the right tools. Also no one said to download anything, no one in their right mind would even as evidence. If just looking a child porn was illegal then people who find and report it would go to jail too. Possession and distribution is illegal not just looking at it with intent to report it to authorities, posession means you have saved copies of the files for offline viewing and distribution is sending it to anyone. But sending the law enforcement information about a site with cp is doing your duty to stop child abuse material.
