I don’t think “secret” means hidden in this context. I’m pretty sure it means classified as at most secret and therefore on a server that deals with secret classified information. (Source: I work with TS, Secret, and FOUO servers)
All you have to do is say “No.” if you’re feeling polite, “No, thank you.”
If the push tell them, “Thank you for your input. No.”
I have two unvaxxed children and I plan to keep all of them that way.

As a human with TS/SCI I concur with this explanation. Need to Know and read ins are the only thing getting you any knowledge.
