In the meantime... the movie script version is that Dana is a cover identity, Peggy is her real name, she's a deep cover S.A.S officer, child of British diplomat who spent her younger years growing up in the U.S. and then returned to the U.S. for college (no accent).

Because Clancy is a ghost writer for Mackintosh, the representative handler for S.A.S. would be known to Clancy in true name (Peggy) and cover name, (Dana). Rogers was brought in take over as the U.S. handler (the guy who brought masterminded the Mackintosh plane crash retired), Peggy and Rogers being the gatekeepers for all things Mackintosh/Clancy.
Any number of plot devices could be used to account for the use of Peggy in the dedication in Sum of All Fears, a childhood nickname only close friends use, an inside joke between Clancy, Peggy/Dana and Rogers...etc.

Concerning Adm Rogers statement about a "shooting in Texas two months earlier, here is a list of shooting that predate the June speech.
March 20: In Lancaster, someone fired shots from a vehicle into a crowd, killing one and injuring six.
March 26: Six days later, four men were shot by three other men near an elementary school in Amarillo.
April 24: A Killeen man allegedly went on a rampage at his apartment building, killing two and injuring three, including his girlfriend. The accused had been arrested on murder, robbery, and firearms charges in the past.
May 3: Two groups got into an argument at a Houston nightclub. Later, as one group drove away, members fired multiple rounds at the other group, standing on the sidewalk. Six were injured.

The video written identification as "past CEO and President" is misleading since there is not annotation that the video is from 2015 and not 2021.
And none of that gets us any closer to reconciling Peggy / Dana.

The individual introducing Adm. Rogers remarks Rogers has been married to his wife, Dana, for 29 years.
2018 minus 29 equals 1989.
1989 is two years before publication of The Sum of All Fears in 1991.
Conclusion: None
Conjecture: Peggy was abducted by aliens in 1992 and a body double named Dana replaced her. Adm. Rogers was given a brain implant that allows the aliens to erase memory and plant false memories as required.
