The fact that updates are allowed at all is a massive red flag... it makes NO SENSE for a database like this to allow users to run an update query, at all. Should be fucking read-only at best. This is basic application security 101 - the principle of least privilege. Even the app itself should have a specific database login that is purely restricted to create and read-only operations on these tables.
That, plus the lack of audit logs for the current user's actions, makes it seem almost too ridiculous to believe.

I dont think you understand how any of this works... its just 1s and 0s, which can be manipulated. Literally any sort of digital watermark is just 1s and 0s; the watermark can be added or removed, as if it were always there or never there. It literally would just muddy the waters up even more, and degrade trust even further.
I think the only acceptable future is that humans collectively agree and understand that things on the internet is fake. First and foremost. Like innocent until proven guilty; our future is that images and videos are fake until proven real.

You used US currency as an example. This is a controlled industry - the machines that print money are all known about and serialized. AI content is inherently decentralized - tjeres no central authority for generating ai content.
Any computer, anywhere in the world, running any operating system, can generate any content. That cant be regulated.
Its not enforceable. The guidelines would be similar to gun restrictions, they would only affect people who follow rules in the first place.
Those who will be using ai to generate content for illegal purposes will find a black market model, or train/download their own thst doesnt have said restrictions and watermarks.
"Impossible" is absolutely the correct word here, its impossible to fully regulate and control AI (just as its not really possible to fully regulate anything, there's always workarounds for those motivated enough)
Its simply not possible to implement this. Anyone can create and train models at home with the right hardware.
What we need is EDUCATION and disclosure about what AI is and how it functions. Its here to stay at this point, unfortunately, and these regulations would ultimately backfire, for multiple reasons. Some other commentators have put out good ones. First thing that came to my mind is that you could just put an AI watermark on a real video... to simply discredit it. The blind faith will shift from having blind faith in our eyes, to having blind faith in a watermark.

But the fact that the theory sounds exactly like what we would want it to sound like proves the prompt was a leading question, with this answer specifically being the desired outcome.

Guys - stop using AI to think for you.
Literally every single post about people sharing their AI conversations are posted by people with GARBAGE prompt engineering ability. I guarantee you that this dudes prompt to this AI contained a lot of the "info" the response gave, including dates, names, and purported justifications for why things happened the way they did.
The ai models being used were trained on data from several years ago, they are not constantly fed new training data. As new models get released, they have more recent info, but its always out of date. They train the model with billions upon billions of snippets of text, and release updated models a couple times a year.
Nothing thet people are actively discussing online is ever fed into the training of these models in real time. Some models will conduct a quick google search to appear like they have relevant info, but they arent capable of understanding what they are given from the search, so its appended to your chat history then sent back to the model for processing. It processes it as if it came from its own output, then figures out what words should come next using weights.
"It didnt just invent this opinion on its own" - youre still missing the point - it didnt invent anything, it doesnt have an opinion on anything, it doesnt think nor Is capable of thinking.
"AI doesnt reason for itself without comparing the input the internet already holds" - it doesnt reason anything, or compare anything, or validate anything, it cares not what its inputs are nor where they come from nor if they are even real. It takes input, generates words using old training data, does a google search, appends that on, generates a response to itself based on that, which is then given to you.
You could tell ai to reason as to how we know the sky is red and it will break it down to you with bullet points about how the sky has been observed red, we know cause of x,y,z, etc. Its dumb as a rock and designed to validate whatever input its given. It doesnt think, or reason, or verify, and a lot of people think it does.

It did NOT pull any of this from the internet - it just generated this snippet of text in response to a prompt, within a limited chat context. It used statistics to determine what word is likely to come next in the sequence, based on all text preceding it. The word that's likely to come next, statistically speaking, is something that simple SOUNDS or SEEMS plausible, therefore makes the most sense in that spot to validate the input prompt.
You could tell ai anything, and lead it in any direction, very simply. The hardest part about using AI is prompt engineering - you can NOT ask it leading questions, or offer validating facts supporting an assumption or a premise. It Will take that and just generate what a response to that prompt would look like (if true)
