that's how the rotation works and has worked since around 2006.
Sending an 800 person battalion to guard them seems a bit excessive.
having a prison in Cuba at all seems excessive. having 12 aircraft carriers is excessive. making north and South Dakota two states is excessive.
Gitmo has expanded to about 4 X it's original size.
what's your source on this? it hasn't grown in size since the Spanish American War.
Hitler was elected chancellor in 1932. Troops were ready to roll at the end of 1936. They designed like 30 modern instruments of war and built the tooling and factories to make them and trained hundreds of thousands of dudes. They did this while also basically winning the Spanish civil war for Franco.
