Q would technically? have the files since they get intel from NSA. Kappy's megauploadz account went down due to not being used in over a year so the files are no longer there. Unless one of his buddies has them then NSA are the only ones. Q is ISA. ISA pulls intel from NSA.
Q operation are Military Intelligence nerds from the ISA (intelligence support activity). ISA gather Intel from all sources in the US to plan operations for JSOC (think seals and delta force). SECDEF Miller is former JSOC and now JSOC reports directly to him.
TLDR: at least part of ISA is Q. They are military intelligence nerds that have access to all Intel that the US is privy to. They prep JSOC missions. We are in good hands.
OP is correct. Q is, at least part of, ISA (nickname is Army of Northern VA). ISA are the analysts for JSOC. Who is JSOC? SEALS, CAG (Delta force), rangers, SF, etc... Also recall that SECDEF Miller is former JSOC and, as of mid Nov., controls JSOC directly.
ISA basically sit back in chairs and watch Intel fly by on their screen. They know everything there is to know. They then use that Intel for JSOC ops.
My brother is former MI. He worked with these guys in Iraq and then trained their recruits as a contractor. He wasn't a Q believer until I discovered that Q was ISA. He is 100% positive that they are Q. I believe only a small part of them run the Q operation.
Normally training at Fort Polk is a month long with prep soldiers heading out a week in advance to get equipment off of trains and then there will be soldiers that will be left behind for a week to put equipment and vehicles back on trains.
Fort Polk is for east coast pre-deployment training Fort Irwin is for West coast pre-deployment training
Normally you at least have a brigade (multiple battalions) deploy to train at one time.
Ok. So I looked up The Army of Northern Virginia and yeah... My brother was a HUMIT guy and worked with these dudes in Iraq and then trained their recruits when he was a contractor for Raytheon.
