Digital video almost never contain full frames, so it relies on interpolated frames. Otherwise, a 10 second video would be 1.5GB, or 540GB per hour, which would be insane. But if for some reason, one of those frames the video relies on to recreate the rest of frames is missing or received improperly (corrupt), you will see those artifacts.
It's the most likely scenario. If you look for the full video, the whole image goes "weird" for a second too.
