The money can be diverted to Trades and building long standing infrastructure. Personally, I think every Nation should plant a forest a mile Wide and put in a slow highway for Tiny Houses pull at a slow speed. Have Camp grounds and resto along the way. These Nomadic people could follow the planting and harvesting seasons. Be tax exempt or a lower tax rate. The cost of creating the forest, should be doled out to every person in the Nation. Everyone can make up to $100k working on the new Forest. This way the benefit is spread out. You could have incentives for the people crewing up the Forest planting. If you wrangle a 1000 people crew, then you can make more than $100k of the giant green project.
Vessel Hauling is for big ships. Portage for smaller.
