Liberalism basically sets a limit on democracy. It restricts the scope of how the will of the people may be exercised and effectively sets the "meta" rules we're not allowed to question.
A dictatorship can technically be democratic if it's popularly elected and represents the will of the people. A liberal republic can also deliver something that's extremely far away from what the people actually want. It's complicated. We forget how experimental our entire modern notion of politics is.
