Get some home depot orange buckets with screw top lids and fill them with bags of of dried rice and beans. Cheap and they last a long time.

Very good points. The only other explanation I can think of... the guy was trying to send a warning shot, aimed somewhere else and fired, and the bullet ricocheted into her neck. That gets into weird trajectory theories though. Regardless, you would think someone well trained would know how to handle an un-armed women without lethal force
