No one at apple can ever see your photos on iCloud, they are stored encrypted, but passphrases used to be able to be brute force guessed at high speed, using a mechanism to restore an entire phone image backup to a new apple device at a apple store. Now there is a timer between guesses per IP address.
In 2020 it could be bruteforced but his main secret apple passphrases were already leaked in prior news, so in 2022, no need to hack icloud, you just restore to a new ipad a backup image using a passphrase from Hunter.
