I suspect once the FBI was unable to find anything to charge O'keefe with so plans began to take over Veritas to nullify or relay false info to discredit.
I don't know how Veritas is run however, I would run separate investigations in isolated groups, so no one but O'keefe knew what exactly was being investigated in each groups.
