Looks like a 'challenge' coin. Not sure why anyone except POTUS would give one to VPOTUS.

(I think they're mostly useful with military people. Whoever has the 'highest' ranking coin gets free drinks (or something similar.) VPOTUS's coin would be higher almost every time.)
