In 2014 WH stopped research on virus “gain of function” research. The work being done on Covid was transferred to Wuhan (remember the pics of Fauci & Obama in Wuhan).
The “HIV inserts” (the Chinese whistleblower lady) are in the spike protein and are designed to make the virus more infectious and potentially capable of damaging wider range of body parts. That is “gain of function” genetic splicing or engineering.
