Normally this means Defence Readiness Condition (DEFCON), which is an alert state for Nuclear War with 5 states. DEFCON 1 is the highest state and basically means SHTF and it's FUBAR.

However, in the context of Q it may mean something different. The tooltip highlight states that it is "Definite Confirmation (time minutes)", the meaning of which I'm not sure about.
So as I currently understand it, the importance of this Q puzzle is that it's just a proof of Q, unless I'm missing something here.

I did this myself, tried all other combinations, keeping the binary whole, not removing, removing last 39 digits or the first 39 digits, using locks as 1 and flags as 0, and locks as 0 and flags as 1.
I didn't try any diagonals or complex patterns.
The only one that didn't translate into nonsense was the process described above.
Mike Pompeo is very likely associated with Q in some manner.
