Nah the fbi doesn’t plant the bomb. They just procure the bomb, and trick somebody into planting it. Although that person never gets said bomb or actually plants it.
So the fbi baits you into it and then uses that as confirmation you were going to do it. Even though you had no way of procuring the bomb, making the bomb or getting the bomb into the most heavily guarded area on earth right now.
