Back when House, Senate and POTUS were of same variety, the libtard kind. They voted to make any elected Senator /House member to D.C. a FEDERAL employee, which makes them shielded from RECALL by any state that elected them in the first place. Though each having capability to expel members, impeachment for POTUS and 2/3 vote for not.
