I don't see anything about an "extension". This just appears to be an amendment "to include reimbursement for eligible emergency protective measures". The original Emergency Declaration may still be in force(?) but this looks like an accounting measure to make sure everyone with a claim can "draw funds" to reimburse them for the horrible "disaster" that occurred in DC.
I have been saying this all along. Pete Gaynor was in charge of fema for a short time. Bob Fenton is now in charge as of Jan 12. He has not been replaced. I check every day!

It is reimbursement for anything FEMA needs. FEMA has scary unconstitutional unlimited powers. In this case it's a good thing.
