Those saying this is a test are wrong. I'm a test engineer familiar with this testing. All tests must be accompanied by a message stating that it is a test. This tests the message delivery of the system. It is not optional. If no message was delivered and it was an actual test, the failed.

No. It could have been a mistake. Federal regs require all tests to be anounced.
If it is not a test, it must be accompanied by an official anouncement, as to what the emergency was.
I've heard once or twice where it was like this, a tone without an anouncement. One was a dude joking around and was arrested, lost his job.
The other was a kid who set it off "by accident" when visiting a station once. Had to issue a public apology and was banned from radio stations. I dont remember if he had to do community service.

This was NO test. Tests 100% of the time always announce it's a test. This was shorter than normal and had no test verbiage like the last one also didn't have it. It's very strange and there are no weather events.

I've heard hundreds of tests throughout my life as have others I know. They always indicate that it is a test if it is a test so this is special/strange.
I was just thinking that, what would be the point of sending an alert tone with no message? So they send a message through the EBS, but then no description on why the alert was sent and no info on what to do? That doesnt make any sense whatsoever.
Why cannot it absolutely not be the case? What makes you think they HAVE to announce it being a test in order for it to be a test?
Many of us have heard the tone over the radio with no accompanying message before, we don't think its overly unusual.
The purpose of a test is to see whether a station is playing the tone or not, you don't need to announce it being a test in order to determine who is complying.
I'm a pretty old guy and as I recall from a long long time ago there were direct statements about this stating specifically you will ALWAYS hear an announcement of it being a test, otherwise it is the real deal. This was common knowledge just a couple decades ago. It was a very explicit requirement by the Emergency Broadcasting System.
And just for the sake of this discussion I just called a buddy up who's been in radio for a long time and he told me the same thing. They always have to announce it's a test.
Obviously one of us is wrong and neither of us is going to convince the other.
Let's just hope things are shaking around behind the scenes for all of our sakes.
When the REAL THING happens... I think you will KNOW it. There won't be anything subtle about it.

Some people reported hearing a massive sonic boom with a strange followup percussive burst afterwards mistaken for a second or third boom.

If it wasn't a test then there would be a point to the alert.
If you hear a tone and no message, its literally a test and cannot functionally be anything else.
Think about it for a second... what is the point of anyone hearing an alert tone when there is no accompanying message?

Someone already explained it to you... some prepared people were expecting the signal and went into action without the public being really aware
Sure, that's a possibility based off of whim, but it doesn't remedy hearing test tones without any accompanying message multiple times before.

We had emergency alert at 2-3 am here in Louisiana but was Amber alert.
Was it on the radio or phone? We are talking about radio only here.
