This is truth. A close friend worked on The Hill during the anthrax attack, the Capitol shooting and a couple other security incidents. In all cases, the Capitol building was surrounded by tac'd out Cap 5-0, doors were barred, barricades emplaced. The Capitol is nearly impenetrable if so desired. Congress let their guard down intentionally.
