It's showing deep fake technology. The CGI image of Biden's face is not interacting we'll with the face diaper that the actor is wearing. When the mask falls too low on the actors face, the Biden image is stretched beyond its breaking point. This clearly shows that there is fuckery about.

The Biden face and voice are added on top of the actor. That's how deep fakes work, they're not just CGI. This one however is very poorly done. The CGI face and REAL face diaper aren't interacting with eachother properly. It also looks like they used a slightly side profile picture of Biden to make the images. That's why we see the right side of his nose, it looks bent and stretched.

Well now... just to play Devil's Advocate... To me it doesn't really look like a prosthetic however, if you used say... glycerin instead of silicone, advantage much more close to skin less lines visible etc, it would melt as they tend to do under heat from stage lighting. Or heat from maybe wearing a mask and blowing your own breath up. That said I would expect to see either a line from the prosthetic or make up smudge on mask... The mask does look a bit off too though why so sharp when the hair is blurry...
