Not sure if it makes sense in that context. Like I said, might be a stretch. Just did a little bit of digging on acronyms for PLAN and that one caught my eye, due to the FEMA association.
State of Emergency allows the state to move funds in case of an emergency, not necessarily confirming Fema being in charge. Like everytime there is a big snow storm they will declare a "state of emergency " and people freak out and buy all the bread and milk even if nothing happens... it is just to make sure they can allocate funds to the right departments. But, yes, we do know FEMA is there so we can only hope for the best until it is confirmed.
Watched one of Mustang Medic's live feeds from D.C. earlier today. Several buses driving around in the area but one, and only one, had a number painted all down the side - 697. (Obviously, I checked it out for shits and giggles.)
